By the nineteenth century the Citadel had stopped being a palace and become a garrison. The barracks on the northern crown were raised under Ibrahim Pasha between 1834 and the 1840s, and restored in 1850–51 under Sultan Abdülmecid.
They were built out of the mound itself. The earthquake of 1822 had brought down a great deal of the older fabric, and the fallen stone was dressed and reused for the new building. The habit is worth noticing, because it is the oldest habit this hill has: every layer here is made partly of the layer beneath it.
