A windmill is a domestic building, and finding one on top of a fortress tells you what the Citadel had become. This was a place where people lived: not only soldiers on duty but households, with bread to bake.
The numbers support it. An anonymous Venetian traveller in 1556 reported some two thousand people living up here. In 1679 the count was around fourteen hundred, of whom three hundred and fifty were Janissaries. For centuries the Citadel was a small town on a hill that happened to have very good walls.
